in san francisco that the city does not have regulations as far as licenses and certification is required for tour guides. it is already very open. it is different from the regulations in new york city. that is another market we're in. we're looking forward to allowing san francisco to lead the way by showing the impact our platform can have. we are also really concerned with the tax issue as well. so far, the tax code is really segmented largely for personal and business taxes. the sharing economy presents a nuanced situation. individuals are not businesses but are enjoying a new stream of income. we are interested in having that conversation in a way where we can use the new economy to benefit the city as well as individuals who are proactively taking all entrepreneurship in their own hands to leverage their own resources and knowledge to supplement their income. >> at task rabbit, we're looking to partner with the city and generate more awareness around what we do and how consumers and small businesses can get involved. we have a lot of small businesses utilizing the network as a deliv

coming to the city and partying and these party buses aren't taking them home. they're taking them to a parking lot and get off the bus and in the cars and then drive home so there is drinking and driving it's just not here, and the other question often the clubs will take -- fewer and fewer clubs are taking party buss in the city but why they take them there is the perception we're going to make money off of them. i think what needs to happen is education and the reality is people that come from party buses generally once they're inside the club they don't drink. they don't buy drinks. there is often some deal worked out and they're not paying the door fee and if we can educate clubs and one it's more of a problem they want to deal with and they're not going to maikt money off of it that's one way we can help resolve the issue. >> all right. >> >> mr. hyde. >>i think there can be some sort of regulation for the buses. i think part of the problem it falls under the category of limousines so that's why they can serve alcohol and i think the number of people and the amount of al

in beijing, and the city is now abuzz that the congress is under way. signs and banners bearing slogans are everywhere. some read "cheers to the great chinese communist party," for without the communist party, there would be no new china. this is a major political event, and authorities carefully orchestrate every detail. i went for a tour of beijing to see what they've done. signs of the congress are everywhere in beijing. flowers, elegant decorations and banners. when i got into a taxi, i found another sign. ahead of the party congress, local authorities here in beijing have instructed all taxis to take the handles off so that people can't open the windows. chinese authorities are trying to prevent activists from throwing antigovernment leaflets out of the windows of moving taxis. police in beijing have put strict traffic checks in place for vehicles entering the capital. government authorities have mobilized an army of volunteers to help with security. they say 1.4 million citizens are taking part in the operation. the volunteers are told to keep suspicious people out of the city cen

city. as the temperatures come up this morning, roads in midtown are already clear. but what a storm. 50-mile-per-hour to 70-mile-per-hour winds. 13 inches of snow coming from this thing. look at the top performers. these are the areas that picked up the most snow. oh, by the way. a quick look at the live shot from foxborough, massachusetts. inland areas are still dealing as we start to move northeast. here's the top performers collecting 13 inches, the highest total we could find. and certainly, the numbers step down from there. with that snow total, central park, 4.7 officially. that makes it the sixth snowiest november on record just with that snowstorm. take a look at where that snow seemed to be deposited, just inland. that top new jersey total is just about 30 miles, 15 to 30 miles off the shoreline of new jersey. inland areas really collecting the snow. the big concern is what was going to happen to the areas that had just been pounded by one storm and then get pounded by another? that's where we find our ginger zee on the rockaways in new york. >> reporter: good morning. i'm
